We can take the lead from project conception, liaising with other consultants and architects, and guide both the proposals and client through the application process right through to Section 106 negotiations and discharge of conditions ready for development.
Urbana have a detailed knowledge of the appeals process and can provide the necessary planning justification for all types of planning appeals, be it Written Representations, Hearing or Inquiry, and all types of applications, such as enforcement, non-determination or listed building consent.
STRATEGIC LAND PROMOTION & LOCAL PLAN REPRESENTATIONS
We work with private land owners and organisations to promote land in order for inclusion within Local Plans. Usually as a long term strategy, this can mean consulting with residents, local councillors and planning officers to remove a site from the Green Belt or seek a specific land use designation.
With comprehensive experience of the planning system and relevant legislation, Urbana can provide expert technical knowledge and impartial advice to hearings, public enquiries and judicial reviews.
RETAIL IMPACT ASSESSMENTS & SEQUENTIAL TESTS
National planning guidance promotes a Town Centre first approach for all retail and Town Centre uses in order to ensure their vitality for the years to come. RIAs are necessary for larger retail proposals (typically over 2,500 sqm) in order to assess the impact of the proposal on these existing centres within the catchment of the proposed development. Sequential tests are sometimes also required to prove that the proposed development cannot be accommodated within or on the edge of the existing shopping areas or commercial centres. Urbana have experience in preparing RIAs and sequential tests by analysing recent permissions, retail demand and shopping habits in order to put forward a strong policy case in favour of planning applications.
FLOOD SEQUENTIAL TESTS
We have provided our services for Flood Sequential Tests for numerous applications up and down the country for those more vulnerable uses within areas of increased flood risk. Similar to Retail Sequential Tests, the process involves analysing potential vacant sites within a given catchment area in order to justify the proposed use.
DISCHARGE OF CONDITIONS
Planning conditions can cover everything from ground conditions to renewable energy requirements and travel plans. Through liaising with our extensive list of consultants we can manage the discharge of these conditions in one simple package to ensure a timely start on site.
The NPPF encourages applicants to engage with the local community wherever possible prior to the submission of their applications. Urbana have experience in arranging and hosting residents meetings, public seminars and engagement sessions in order to display the proposals and get residents’ feedback early on in the application process.
MINOR & NON-MATERIAL AMENDMENTS
We can provide assistance when alterations are required to existing permissions either due to unforeseen circumstances or otherwise using the powers granted under Section 96A or 73 of the Town and Country Planning Act 1990. We will submit and manage the applications providing the required justification and liaising with the Council and relevant consultants in order to secure permission.
